Voters Turned Away in England Over ID Confusion

European election observers report instances of voters being turned away from polling stations in England due to confusion over photo ID requirements during local elections on May 7. Although the issue is not considered widespread, the Council of Europe delegation plans to issue a report on the elections in England, Scotland, and Wales.
